After the newest creators update installed. Issue did not surface until I was running the current version. This is also what I was running before I had to reload my computer.

I went ahead and deleted the drivers again. I tried turning off the setting to allow pc to shutdown device to save power. Rebooted and tried pairing the mouse again. I tried deleting drivers in device manager, the Bluetooth, mouse, and USB Controllers. The mouse would show connected when on but Pair when off. It would pair and work until the computer went to sleep or logged off.
